Discusses the challenges facing Haitian President Rene Preval as he looks to translate a positive international attitude toward his country's development into tangible advances in terms of livelihoods & economic & political progress. It is argued that his project is troubled by a problematic historical legacy. The strengthening of political institutions & traditions is seen as necessary, while the pursuit of stability remains a difficult task. The importance of a stable Haiti to the US & UN is noted; three key lessons from prior international intervention in Haiti are outlined.

Equally practical and grounded in theory, their work offers crucial guidance on the role and training of local police forces that must grapple daily with the challenges of ongoing conflicts.
